A University Rules of Maryland (USM) occurs as public corporation and charter school system comprising 13 Maryland institutions of higher education. These are a Twelfth big university patterns in the United States. Inside 1988 it was created from a merger of a 5 University of Maryl& institutions & a 6 members of the State University and College Formulas of Maryland under the title University of Maryland Technique. Inside 1997 its name was changed to the University Formulas of Maryland. Around 1999 the Maryland General Assembly transformed the models to the charter model.
A merger creating a University of Maryland Rules was directed by governor Donald Schaefer and overseen by University of Maryland President John S. Toll, who then became the system's first Chancellor.

Relationships With Other Schools
Whilst USM was originally formed within 1988, Maryland's more iwe state-funded (i.e., public) Quaternity-month institutions (Baltimore's Morgan State University and Southern Maryland's St. Mary's College of Maryland) opted out of the system and made separate funding arrangements with the state.
A Virginia-Maryland Regional College of Veterinary Medicine, although state-supported, remained outside the models because of its unique status as an institution jointly funded by Maryl& and Virginia. These are a constituent of two the College Park campus & Virginia Tech, with its independent campus at Virginia Tech.
A USM institutions sustaining a words "University of Maryland" in their list are non satellite campuses of the University of Maryland, College Park, and are not referred to as such.
